What is the Health and Safety Excellence program

The Workplace Safety and Insurance Board (WSIB) Health and Safety Excellence program helps organizations build safer, healthier workplaces—and earn rebates on their WSIB premiums.

Through the program, businesses choose from over 40 health and safety topics to create a customized action plan. As an approved delivery provider, our experts help guide you through each step: developing your plan, putting it into action, and meeting the program requirements to reach your goals.

Benefits to organizations and their employees

Participation in the Health and Safety Excellence program helps organizations create meaningful improvement in their workplace, achieve best practice standards, and support their employees’ overall health, safety, and wellbeing at work.

  • Earn rebates on WSIB premiums—participating WSIB Schedule 1 firms can earn rebates based on the number of topics completed and the number of WSIB premiums reported in their previous year, as well as a $1,000 rebate each time a new health and safety action plan is approved.
  • Build an effective health and safety program—focusing on new topics allows organizations to build effective and comprehensive health and safety programs that continue to grow and improve.
  • Promote worker’s health and safety—participation in the program shows workers that their health and safety is a priority, improving your ability to attract and retain talented job seekers and customers.

How PSHSA can help

As an approved delivery provider of the program on behalf of the WSIB, PSHSA is equipped to help, no matter where you are on your health and safety journey. PSHSA will help you:

  • Select your health and safety topics—it’s not always clear where to start, so we’ll work with you to determine your priorities and opportunities, while the program provides a recommended pathway specifically for smaller businesses.
  • Develop and implement an action plan—organizations will work together with our expert consultants to develop an action plan on the chosen topic(s) and navigate the program requirements and completion of the plan.
  • Review evidence before WSIB submission—after an action plan is complete, we’ll review findings before final validation by WSIB, who will determine if organizations have met program requirements and completed their topic(s).

We offer the Health and Safety Excellence program in English only. To find a provider that offers the full program in French, please tell WSIB about your business and they’ll recommend the provider(s) that best matches your needs.

The cost of the program plan varies based on the organization’s annual premiums paid to WSIB.

  • Schedule 1 Firms with less than $100,000 in premiums — $1,000
  • Schedule 1 Firms with premiums between $100,000 and $250,000 — $1,500
  • Schedule 1 Firms with more than $250,000 in premiums — $1,800
  • All Schedule 2 Firms — $1,500

Additional fees apply if a program extension is granted or accessed. Further consulting services, training, and products not already included in the program are available at an additional fee.

WSIB premium rebates are earned for each successfully completed topic, to a maximum of five topics per action plan, ranging from $2,000 per topic to up to $50,000 per topic. An organization’s rebates per action plan have a maximum of two times their previous year’s reported premiums.

Additionally, all Schedule 1 WSIB firms receive a $1,000 rebate each time a new health and safety action plan is approved.

All Ontario organizations with at least one full-time employee with an active WSIB account, and who have not applied or been recognized through the Supporting Ontario’s Safe Employers Program, are eligible to participate in the program. Organizations with more than 99 full-time employees must choose topics new to their health and safety program.

There are 41 topics to choose from, across three levels—foundation, intermediate, and advanced.
