Mostafa Shabka

Mostafa is the Senior Director of Applied AI and Digital Transformation at the Public Services Health & Safety Association (PSHSA), where he leads the organization’s digital transformation, AI, and advanced technology functions. He is responsible for shaping and executing PSHSA’s digital and AI strategy, positioning technology as a core enabler of the organization’s mission.

With a decade of leadership experience across global technology and consulting organizations, Mostafa brings a blend of strategic vision and hands-on delivery. He has led enterprise-wide transformation programs across the public sector, telecommunications, and retail and has built high-performing teams that turn emerging technologies into practical, measurable outcomes.

At PSHSA, Mostafa leads the organization’s Digital Transformation Office, using automation, data intelligence, and AI to modernize how the organization operates and serves its clients, ultimately supporting a safer Ontario. He believes the best transformations start with business outcomes and people, not tools.

Mostafa is known for his collaborative leadership style, pragmatic approach to innovation, and ability to align executives, technical teams, and business units around a shared vision. He holds a Master of Engineering in Engineering Management. He is a committed lifelong learner, following advances in AI and emerging technology to bring the right innovations to a mission that protects workers across Ontario.
